SNAP at the Market

I've been really excited to see the progress of the "double up food bucks" programs in several states, where people that use their SNAP benefits (formerly food stamps), get twice the value of their benefits if they use it at farmers markets (so $20 in benefits would buy $40 worth of produce). This is an article from Slow Food that gives a brief summary of what a few states are doing.
$5 for a glass of tap water as owner cries pour
We recently dined at the Red Rooster Harlem, which is also doing their own sparkling water (and I believe filtering their still). I would probably pay the $5 Marque charges for their filtered water, because I like to keep things as local as possible. Would you?
